Economic Recovery Grant (RISE)

The City of Monmouth was awarded a Research in Illinois to Spur Economic Recovery (RISE) grant through the Illinois Department of Commerce and Economic Opportunity (DCEO) in 2022 to help the city create an economic plan to promote economic recovery. After the plan is created, DCEO has previously indicated that grantees, such as the city, will have an opportunity to compete for future grant opportunities for specific projects included in their plans.

Downtown TIF District Redevelopment

Monmouth’s TIF District provides a vehicle to reinvest tax revenue back into the community. The TIF District encompasses the Public Square region of downtown, as well as west Broadway to Route 34. Improvements in structures provide revenue for the TIF Board to utilize in building and infrastructure improvements, as well as offering reduced-rate loans within the District.

Downtown Facade Grant Program

The Monmouth Facade Improvement Program is a matching grant program designed to help building owners within the Warren County Courthouse Commercial Historic District improve the exterior facades of their buildings in accordance with the historic nature of the District. The maximum grant amount will be $7,500 match per project (50% match from the program), as available funds allow, on a first-come, first-serve basis. The facade funds have been made available by the City of Monmouth and are administered by the City after approval by the Downtown Facade Committee.

Monmouth Municipal Airport

Established in 1921 Monmouth’s airport was the oldest operating airport in the state of Illinois.
